Οι επιπτώσεις μιας ενδεχόμενης αποχώρησης

Οσο και να θέλουμε να το ξορκίσουμε, το ερώτημα της ανάκτησης της νομισματικής κυριαρχίας από την Ελλάδα εντείνεται όλο και περισσότερο. Πολλοί, δε, έγκριτοι οικονομολόγοι πιστεύουν πως το σημείο του μη γυρισμού έχει ξεπεραστεί προ πολλού και η πορεία προς τη δραχμή είναι μη αναστρέψιμη. Η δραχμή θα έχει κερδισμένους και χαμένους. Ο τρόπος θα καθορίσει αν οι κερδισμένοι είναι περισσότεροι ή όχι και από ποια κοινωνικά στρώματα θα προέρχονται. Στο παρόν δεν εξετάζονται τα οικονομικά υπέρ ή κατά της εξόδου αλλά το πώς.
Είναι γεγονός πως οι συνθήκες δεν προβλέπουν την εκδίωξη μιας χώρας- μέλους. Μοναδική περίπτωση είναι η παραβίαση του άρθρου 2, που ορίζει τις βασικές αξίες της Ενωσης και προϋποθέτει την κατάλυση της δημοκρατίας στη χώρα μας κι ένα φασιστικό καθεστώς. Το άρθρο 50 προβλέπει την έξοδο μιας χώρας-μέλους μόνο από την Ε.Ε. Δεν προνοεί για απλή έξοδο από την Ευρωζώνη. Αν η Ελλάδα θελήσει ή αναγκαστεί να εγκαταλείψει το ευρώ, υπάρχουν τρεις δρόμοι:

1. Να ζητήσει να φύγει από την Ε.Ε. και να υποβάλει ξανά αίτηση για ένταξη στην Ε.Ε. αλλά όχι στην Ευρωζώνη. Δύσκολος δρόμος που προϋποθέτει χρόνο, ισχυρή κοινωνική συνοχή, συναίνεση και οικονομική σταθερότητα.
2. Να παραβιάσει τις συνθήκες και να αποκοπεί από την Ε.Ε. χωρίς προσυνεννόηση. Αυτός είναι ο δρόμος που οδηγεί σε κράτος παρία με τραγικές συνέπειες για την Ελλάδα και τη θέση της στην Ευρώπη.
3. Να ακολουθηθεί η διαδικασία του άρθρου 352, που προβλέπει τη θέσπιση διατάξεων, όπου αυτές δεν υπάρχουν, από το Συμβούλιο της Ευρώπης. Το Συμβούλιο θα ορίσει το πλαίσιο εξόδου, ίσως και μέσα σε μια νύχτα.

Any decision, Euro or Drachma has its winners and losers. The way either solution is implemented would define the proportion and the section of the Greek society from which they would come.

As much as the Greek government wants to exorcise the question of regaining monetary independence it keeps coming back with increasing force both in Greece and in European politics. The financial weather forecast is not good for Greece. Financial year 2015 must be considered as a lost year for Greece. Till June or until the new bail out is agreed not much is going to move in Greece. Then there is the three month recess of

the glorious Greek summer and by the time something is done in September the year is over. Compound this with the fact that the current government is not a reformist government by any stretch of imagination and it would take time to become one, the writing on the wall is crystal clear. It spells Drachma.

Syriza's Crash Strategy



The recent increase in tensions between the Greek government and Germany is not accidental. Only today, a minister announced that they might seize the assets of the German institute in athens against the money Germany owes greece from war reparations and the famous coercive loans (private lawsuits). Actually it seems that Greece does have a legal point on the coercive loan but very little on the war reparations claim. In any case, Syriza's point is not to get any money out of Germany but to invoke the European public's sympathy towards greece and to force Germany into a mistake.
Syriza knows that Germany can crash Greece both financially and out of the Euro. And they are provoking Germany in making this move. The basic logic is that Greece’s weakness is its strength.
Germany’s strategy is to slowly starve the Greek government of cash and thus cause the greeks to turn against Syriza. Syriza knows this which is why they are provoking Germany.
Syriza has managed through some very clever communication tactics and Finance Minister who is a communication war machine to focus all the anti-european anti-german movements in Europe behind them. This has not gone unnoticed in governments around Europe who fear that a showdown between Germany and Greece would spell trouble for their own administrations. It would be devastating for Greece but they don’t care much about this anyway.
Syriza on the other hand do see that they are on an exit path because the economy is in tatters. They also have huge internal party problems and know that there is no way they can survive. They thus see an early crash course as the only possible way out. Money is running out with or without Chinese help on the t-bills.

Λύσεις για το χρηματοδοτικό κενό. Μήπως να τιτλοποιήσουμε τις μελλοντικές ανακυβιστήσεις της κυβέρνησης;



Είναι πλέον γνωστό πως η Ελληνική κυβέρνηση αντιμετωπίζει πρόβλημα ρευστότητας. Πολύ απλά δεν έχει αρκετά χρήματα για να πληρώσει και τους πιστωτές και τους μισθούς και συντάξεις.
Στο τέλος του 2014 η Ελληνική Κυβέρνηση είχε 3.5δις στο ταμείο. Οι πρωτογενείς δαπάνες (χωρίς αποπληρωμή χρεολυσίων) ανά μήνα είναι περίπου 3.5δις ενώ τα έσοδα κυμαίνονται αναλόγως το μήνα.
Όμως για το πρώτο τρίμηνο του 2015 έχουμε να πληρώσουμε όπως φαίνεται από τον πίνακα που συνέταξα περίπου 4δις. Αν και ο Φεβρουάριος και Μάρτιος είναι ισοσκελισμένοι τότε θα βρεθούμε με έλλειμμα 500εκ στο τέλος Μαρτίου.

Αυτό σημαίνει πως θα δυσκολευτούμε να πληρώσουμε την τελευταία δόση στις 20 Μαρτίου που είναι περίπου 338εκ. Παραθέτω εδώ ένα πίνακα με το τι πρέπει να πληρώσει το Ελληνικό κράτος το μήνα Μάρτιο. Για παράδειγμα στις 3 Μαρτίου πρέπει να πληρώσουμε ομόλογο Ιαπωνικού δικαίου που δεν ήταν επιλέξιμος τίτλος στο PSI ύψους 64εκ. Και στις 6 Μαρτίου 300εκ περίπου στο ΔΝΤ. Συνολικά εντός Μαρτίου πρέπει να εξυπηρετήσουμε τοκοχρεολύσια ύψους 2δις.
Με δεδομένο πως δεν θα πάμε σε στάση πληρωμών προς το ΔΝΤ ή την ΕΚΤ και δεν θα μας «ανοίξουν» τα έντοκα, ποιες είναι οι πιθανές πηγές που θα μπορούσε το κράτος να αντλήσει έσοδα ή να μειώσει τα έξοδα; Έχουμε και λέμε
