Euro gleich Mark or Euro gleich Euro?



In the Germany of the pre-hyperinflation era, the Reichsbank creed was a Mark is worth Mark whether paper or gold, in Berlin or Munich. This creed was also enshrined in the Euro when the new currency was adopted by the 17 European countries. To make sure that that was the case one of the fundamental principles of the Euro project was the free movement of capital and goods.
This was the case till last week when Cyprus was forced to liquidate one bank and break up another. The Cypriot government passed a law giving powers to the governor of the Bank of Cyprus Mr Panicos Demetriadis to stop the panic. 


This is an extremely worrying development and in my view completely against the interest of the Euro-project and Cyprus. It is absolutely the wrong decision especially now that Cyprus has yielded on the entire Troika demands to restructure and clean their banking sector. Cyprus should refrain from imposing any capital controls that create a Euro of different value in Cyprus from that of Germany. A Euro is worth a Euro whether in Nicosia or Berlin. I am surprised that the ECB accepted such a blatant violation of the fundamental principles of the EU.
The Eurogroup made a gross mistake when it asked for insured deposits to be haircut and the ECB bears a lot of responsibility in not refusing to accept such a solution. The ECB should not make another mistake by accepting capital controls.

Κύπρος: Η αντίδραση είναι μάταιη. Ντιρεκτίβα των Μποργκ

Σε μια πειστική ψηφοφορία το Κυπριακό κοινοβούλιο αποφάσισε να απορρίψει τις αποφάσεις του Συμβουλίου των οικονομικών υπουργών. Η απόφαση αυτή της Κύπρου αποτελεί ένα μικρό, αλλά σημαντικό πρώτο εμπόδιο στον τρόπο με τον οποίο λειτούργησαν τα τελευταία χρόνια τα όργανα της ΕΕ. Η υποταγή στο σύνολο, συνάντησε μερικές τεχνικές δυσκολίες  που ονομάζεται κοινοβουλευτική δημοκρατία. Προφανώς η κατάσταση εκτός από σοβαρή έχει και πολλαπλές συνιστώσες και κινούμενα μέρη που καθιστούν την εικόνα  θολή και ρευστή. Παρόλα αυτά ας κάνουμε μερικές παρατηρήσεις
Πολιτικές επιπτώσεις
Μέχρι στιγμής οι αγορές έχουν κατά κύριο λόγο προσπεράσει την Κυπριακή κρίση. Μάλλον λόγω του μικρού μεγέθους του προβλήματος. Υπάρχουν λίγα ομόλογα που δεν εμπνέουν ανησυχία στο χρηματοπιστωτικό σύστημα. Σε συνδυασμό με τα σχετικά καλά νέα από τις ΗΠΑ (συνεχιζόμενο τύπωμα χρήματος) έχουν κάνει τις αγορές μάλλον απρόσεχτες σχετικά με τις εξελίξεις στην Κύπρο και την ΕΕ.

To Cyprus: Resistance is Futile. "The EU Borg"

In a rather convincing vote (36 No, 19 abstentions, 0 Yes) the Cypriot parliament decided to reject the decision of the European finance ministers. The Cypriots decision has made a first, albeit small, dent to the EU's modus operandi. The assimilation to the collective, encountered some technical difficulties called parliamentary democracy. Obviously the situation is very fluid and there are many moving parts that confuse and blur the picture but here are some observations.

Political fallout

So far the market has taken on its stride the Cyprus question. This may be due to the rather insignificant size of Cyprus's problems. There are few bonds and not a great deal of obvious financial fallout. This coupled with the rather good news from the USA i.e. the printing of money, makes the markets in my view rather complacent about the situation.

*      It is not just that the deposit guarantee scheme that has been put into doubt. But also the fact that Europe seems to be ignoring all best practices and its own laws and directives in a very authoritarian way. That would set off many alarm bells in other small countries that may one day be in need of European solidarity.

*     Of course the counter argument to the above, is that historically all budding empires like the EU stumped on dissent and exercised unlimited violent coercion in order to form a united long lasting empire. Maybe some states or people do not subscribe to the idea, but lets be honest, EU aspires to be a major world force. Mild disagreement can be tolerated but as the Borg say "Resistance is futile".  In this version the weapons are bonds and deposits. I guess it boils down to what kind of empire we want. For example, do we want to be assimilated to the "hive mind" or collective consciousness or do we want to accept and cherish diversification and plurality and multiplicity that sometimes lead to extravagant or even delinquent behaviour?

*     Once again Europe is doing a "one off solution". So far we have had a string of "one offs". Each time is slightly different. In Ireland they raided the pensioners, in Greece the sovereign bondholders, and in Cyprus the depositors. All along of course the bill has been passed to taxpayers indiscriminately. Question is, what is the next "one off"? Could it be that they did not touch the senior bondholders of the banks because they want to implement this in Spain and Italy? Remember every time it has to be a unique "one off" solution.

*     The fact that Cyprus voted NO would give a lot of courage to the anti-European forces. This is the first sign of non-compliance. Politicians in south Europe should feel a lot more anxious about the future. So far, it was the threat of financial collapse that held their coalitions together. The pressure now for a different approach would increase. Perhaps we may see a change of heart from the French president too. This the market has not discounted properly.

*     A possible exit of Cyprus from the Euro may have some secondary but important benefits to some. Currently there is no mechanism for exiting the EZ. By trying it on Cyprus, a rather small country one can achieve a double master strike. First, it teaches other rebellious states the "resistance is futile" Borg statement. Second and perhaps most important, it would allow the Borg to set the rules of exiting the EZ, since now there are none. Setting the framework now for Cyprus is better than doing it with a bigger country.  In other words, the Borg can implement an exit mechanism for Cyprus and replicate it to the rest.

Κύπρος-Ελλάδα-Ευρώπη. Πόσο ασφαλείς είναι οι καταθέσεις;

Το Eurogroup και η Γερμανία πήραν μια εντελώς απαράδεκτη αλλά και υψηλού ρίσκου για την Ευρώπη απόφαση. Για να βοηθήσει την Κύπρο να ξεπεράσει την τραπεζική κρίση απαίτησε την μετατροπή μέρους των καταθέσεων σε μετοχές τραπεζών.
Το συνολικό κόστος σωτηρίας της Κύπρου έχει υπολογιστεί σε περίπου 17δισ ευρώ. Όμως παρά το σχετικά αμελητέο ποσό για τα ευρωπαϊκά δεδομένα, το ΔΝΤ αλλά και η Γερμανική κυβέρνηση μαζί με την Ολλανδία και την Φιλανδία, απαίτησαν την συμμετοχή της Κύπρου με κάποιο τρόπο.
Ο τρόπος στον οποίο κατέληξαν αποτελεί μια πραγματικά επικίνδυνη παγκόσμια πρωτοτυπία. Μετατρέψανε μέρος των καταθέσεων των τραπεζών, σε μετοχές για να ενισχύσουν την κεφαλαιακή επάρκεια των τραπεζών.
Με λίγα λόγια, υποβάθμισαν τις καταθέσεις. Αυτό είναι ένα τραγικά μεγάλο λάθος διότι ουσιαστικά αναιρεί την εγγύηση των καταθέσεων και την εμπιστοσύνη των καταθετών στις τράπεζες. Η ΕΕ ξεπέρασε τα γενικώς αποδεκτά όρια της ιερότητας των καταθέσεων.

Europe Welcomes the new CoCo Deposits



In an unprecedented and highly risky decision, Europe ordered the Cypriot government to convert a portion of retail deposits to common equity in order to save the Cypriot banks from collapse and the country from exiting the Euro. The total bailout cost was estimated at around 17billion. However, the IMF and apparently the German government did not want to bail out the Cypriot banks unless there was some form of bail-in. So they created something totally new in the world of finance. They made deposits the next Contingent Convertible capital. In other words they relegated the deposits from the Senior position to Hybrid capital. This is a humongous change. Deposits in the past have been lost due to default and bankruptcy but never converted forcefully to equity. The EU has really crossed the line here.This alters the perception of deposits and renders any Deposit Guarantee Schemes useless. No senior or subordinated holders suffered any losses which is rather amazing given that depositors where short changed.

Παρθενογενέσεις και Νεκραναστάσεις

Συναντήσεις επί συναντήσεων, εκδηλώσεις σε ξενοδοχεία, επαφές, συνευρέσεις, αλλά και δείπνα πολλά λαμβάνουν χώρα τους τελευταίους μήνες. Ο λόγος είναι ένας, ο ασθενής  που λέγεται ΠΑ.ΣΟ.Κ. ετοιμάζεται για την ύστατη μετάληψη. Το αστείο είναι πως όλοι οι συγγενείς θέλουν να γίνουν κληρονόμοι του μακαρίτη, αλλά κανένας δεν θέλει να είναι στη διαθήκη.
Το κενό στην διαφθορά και την φαυλότητα που αφήνει το ΠΑ.ΣΟ.Κ είναι μεγάλο και δυσαναπλήρωτο, αλλά δυστυχώς υπάρχουν αρκετοί που προσπαθούν να το καλύψουν. Ας μην ξεχνάμε πως αν και η πραμάτεια έχει μειωθεί, πελάτες υπάρχουν ακόμα.
Η προοδευτική ρητορική του ΠΑ.ΣΟ.Κ είχε ελάχιστα σημεία τομής με τις πράξεις του. Οι ιδεολόγοι ποιούσαν την νήσσαν λόγω χρυσής κουτάλας. Τώρα, που η κουτάλα έγινε ξύλινη (αν υπάρχει ακόμα) τους  κατηγορούν πως πρόδωσαν τα ιδεώδη, πως παραστράτησαν στον δρόμο για την σοσιαλδημοκρατία.
Τα θύματά τους, νιώθουν διπλή απογοήτευση, κάτι σαν "και κερατάς και δαρμένος". Το ΠΑ.ΣΟ.Κ. όχι μόνο κρεβατώθηκε την Τρόικα αλλά της επέτρεψε και να δείρει εκ μέρους του. Πολλοί ψηφοφόροι ενδεχομένως να ανεχόντουσαν το δάρσιμο, αλλά το κέρατο είναι αχώνευτο. Οι απατημένοι λοιπόν αποφάσισαν να μαυρίσουν τον παλαιό τους έρωτα. Η κατάρρευση ήρθε γρήγορα και με συνοπτικές διαδικασίες.
Τα στελέχη και οι πολιτικοί που είχαν επενδύσει όλο τους το σάλιο σε πράξεις κομματολειχίας αλλά και οι μέχρι τώρα αγκυρο-βολεμένοι σε αυτό, προσπαθούν να πηδήξουν σε άλλο καράβι για να γλυτώσουν το τομάρι τους.

Φυλακή για το κουκούλωμα σεξουαλικής κακοποίησης παιδιών και όχι μοναστήρι για τον Πάπα Βενέδικτο.

Τις τελευταίες μέρες έχει πάρει δημοσιότητα ακόμα και στην Ελλάδα η παραίτηση του Πάπα Βενέδικτου ΙΣΤ’ κοινώς Ιωσήφ Ράτζινγκερ από τον παπικό θρόνο. Πολλοί μάλιστα ορθόδοξοι κληρικοί εξέφρασαν την λύπη τους για την απόφαση του Πάπα. Ο ίδιος ο Πάπας δε, είπε ότι δεν θα ανακατευτεί στην διαδικασία εκλογής νέου Πάπα και ότι θα αποσυρθεί σε μοναστήρι όπου θα περάσει τα τελευταία χρόνια της ζωής του. Εδώ λοιπόν θα πρέπει να κάνουμε μια μικρή ιστορική αναδρομή στην πορεία και στις πράξεις αυτού του «αγίου» ανθρώπου που ήταν προκαθήμενος της Δυτικής Ρωμαϊκής εκκλησίας και ηγέτης και ποιμένας εκατοντάδων εκατομμυρίων πιστών και παιδιών ανά την υφήλιο.

Ποιος και πώς κυβερνά αυτόν τον τόπο;

Το 1963 ο τότε Πρωθυπουργός και αρχηγός της ΕΡΕ, Κωνσταντίνος Καραμανλής φέρεται να είπε «Ποῖος κυβερνᾶ αὐτόν τόν τόπον». Η κάθε άλλο παρά ρητορική ερώτηση του τότε πρωθυπουργού είχε να κάνει με τη δολοφονία του Γρηγόρη Λαμπράκη από εγκληματίες παρακρατικούς, εμφανώς υποκινουμένων, και σε συνεργασία με ακροδεξιούς αξιωματικούς του στρατού της χωροφυλακής και της ΚΥΠ.
Από τότε έχουν περάσει 50 χρόνια και στην ερώτηση «Ποιος» πρέπει να προσθέσουμε  και το «Πώς».

Φορολογία και Ελληνικό πολιτικό σύστημα

Ένα από τα κοινά χαρακτηριστικά των επιτυχημένων κρατών είναι η ικανότητα τους να συλλέγουν φόρους. Από τους αρχαίους χρόνους, την ρωμαϊκή αυτοκρατορία έως και την Οθωμανική ή την σύγχρονη Αμερικανική αυτοκρατορία η συλλογή φόρων δεν ήταν απλώς μία χρηματική απαίτηση του κράτους αλλά καθόριζε την ισχύ και οριοθετούσε ακόμα και τα φυσικά όρια του κράτους. Μερικές φορές μάλιστα καθορίζει αν κάποιος είναι μέλος μιας πολιτείας ή έθνους. Δεν θα πρέπει λοιπόν να προξενεί έκπληξη ότι η αποτυχία ή η  αναποτελεσματικότητα στην συλλογή φόρων είναι μια από τις αλάνθαστες ενδείξεις ενός αποτυχημένου κράτους και ενός διεφθαρμένου πολιτικού κατεστημένου. 
Υπό αυτό το πρίσμα η απαίτηση της Τρόικας προς την ελληνική κυβέρνηση να βελτιώσει τους μηχανισμούς συλλογής φόρων και να πατάξει την φοροδιαφυγή δεν είναι μια απλή τεχνοκρατική συμβουλή. Είναι ένα κάλεσμα για την ανόρθωση της χώρας που βρίσκεται σε κατάσταση ερειπίου και της κοινωνίας που πλήττεται από την αδικία.

Buy bites Back


The deadline for the buyback of the Greek post-PSI bonds ended at 7pm on Friday and we should have known the results by now. After all, a succession of “Greek officials” appeared jubilant about the level of participation in the days before. You believe this and you might as well believe that Santa drinks your beer. The Greek officials tried to ramp up the buyback. Was this engineered enthusiasm the correct strategy? Clearly not. Let me explain. If you are a bond holder and you hear that the buyback is hugely successful you are more inclined to hold on to your bonds. Firstly because the success would increase the chances of Greece surviving, namely being repaid if you hold out and secondly because the available stock would be reduced making these bonds slightly more precious in a good scenario. In other words, the best strategy for the Greek side was to keep their lips sealed and refrain from the usual Mediterranean exuberance.

Οφείλουμε όλοι μας μετ’ ατερμόνως υιϊκής λατρείας να ευγνωμονούμε τον κύριον Ανδρέαν Λοβέρδον όστις από ταπεινώς ορμομένων συναισθημάτων, δια μίαν εισέτι φοράν επέδειξεν απαράμιλλον και αξίαν θαυμασμού πολιτικήν όσφρησην και θάρρος. Διακατεχόμενος εξ αλτρουιστικών και αναμφιβητήτως πανυψίστων πατριωτικών αισθημάτων διεκήρυξε, ότι ούτος έτοιμος εστί να γευθεί το όξος, ίνα σώσει ημάς και την ημετέραν πατρίδα από το εωσφορικόν ΠΑΣΟΚ, την Βεελζεβουλικήν ΝΔ, τον σατανικόν ΣΥΡΙΖΑ και τους λοιπούς αιρετικούς, ή ετεροδόξους σχηματισμούς. Ο Ανδρέας Λοβέρδος ως άμωμος παρθένος της πολιτικής, ο οποίος ελούσθη την τελευταίαν δεκαετίαν εις το διαφθοροποιόν φως του ΠΑΣΟΚ, είναι ο καινός ανύστακτος σωτήρ του έθνους. Ο δικός μας Ανδρέας, που ανήγαγε την δημόσια διαπόμπευση οροθετικών ιεροδούλων σε ύψιστο εργαλείο πολιτικής ευθύνης.

Eurocouncil Bond risk. A new type of bond risk.



It is now clear that holding European government debt poses more dangers than previously thought. The collective action of Europe can influence all the national bond markets introducing a new type of risk the “Eurocouncil bond risk”. Thus a nation’s government bonds in some ways have become Eurobonds. This became apparent following the Greek PSI that used EU’s article 9 of 593/2008[i] . Now the Eurogroup wants to buy back 30 or more billions of Greek bonds without moving the market. The Greeks say that the appetite increases as you start eating. Europe’s politicians started the process of passing the blame to everyone else but themselves and they like it. One should expect more meddling and messing.
According to the decision taken by the Eurogroup on Greece, Europe and the IMF would decide on the 13th of December on the disbursement of the 43.7billion. Apparently, Eurogroup’s approval hinges firstly on the approval of the national parliaments but more importantly on a “review of the outcome of a possible debt by back by Greece”. Although we would be very surprised if the money is not given the debt buy-back is riskier for many reasons.

Μπροστά μόνο με νέες πολιτικές δυνάμεις

Είναι πασιφανές πως η Ελλάδα περνάει όχι μία αλλά πολλαπλές κρίσεις τα τελευταία χρόνια. Στο μυαλό όλων έρχεται πρώτα πρώτα η οικονομική κρίση. Ομως αυτή είναι άμεση συνέπεια του τρόπου που έχουμε δομήσει το κράτος και τις αξίες της κοινωνίας. Η μεγάλη κρίση, η μητέρα των κρίσεων, δεν είναι οικονομική αλλά πολιτική.
Παρακολουθώντας τις συζητήσεις στη Βουλή ο απλός πολίτης μένει πραγματικά άφωνος. Ο θεατρινισμός, η τσαρλατανιά, οι ψευτομαγκιές, ο αβδηριτισμός, η απουσία επιχειρημάτων και λογικής είναι κυρίαρχο στοιχείο στις συνεδριάσεις του ύψιστου οργάνου του δημοκρατικού μας πολιτεύματος αλλά και στις κομματικές αντιπαραθέσεις. Οι εξαιρέσεις που πάντα υπάρχουν είναι λίγες. Τα κόμματα και οι βουλευτές, αντί να είναι το κόσμημα της δημοκρατίας ενός σύγχρονου και πολιτισμένου ευρωπαϊκού κράτους, έχουν γίνει άξιοι εμπτυσμού, περιφρόνησης και αποδοκιμασίας. Θα έλεγε λοιπόν κανείς πως είναι εύφορο το έδαφος για την καλλιέργεια νέων πολιτικών δυνάμεων και κομμάτων.

The trials of Troika



Sherlock Holmes famously said that “When you eliminate the impossible whatever remains, however improbable must be the truth”. The latest 15 page confidential report produced by Troika on the sustainability of the Greek debt however follows another philosophy, “When you eliminate the logical whatever remains however irrational must be implemented”.
The document focuses on the dry and misleading debt/GDP ratio rather than on the serviceability of the debt and helping Greece to go back on a growth path. If the current price of the post-PSI Greek debt is correct then the total Net Present Value of the Greek debt is ¼ of 350billion or 42% of GDP. Lower than the 60% set by the Maastricht treaty. Focusing on the debt/GDP in 2022 is missing the forest. Troika is spending a disproportionate amount of time trying to make their excel pivot table work with Harry Potter spells.  In any case let’s briefly look at the main points of this document:
The money would be given after the 3rd of December and possibly in installments.
Troika set two prerequisites for considering the disbursement of the money

  • Segregated account with the Bank of Greece. The account that was created by law in March 2012 would be used to receive the EFSF or any other disbursements and pay the creditors of Greece. Moreover, all the proceeds from the so-called privatizations would go directly to this account to pay off Greece’s creditors. Any payments from this account are subject to prior reporting to the EFSF. Talking about sovereignty loss…..This condition apparently has been fulfilled by Greece. 
  • The other prerequisite or prior action was the passing of laws and ministerial decrees that complies Greece with most of the MOU demands. This too has to a great extend been fulfilled by Greece.

Greece. The Endgame?

In the next few days we would know the exact timetable of when the Troika is going to release the 44 or so billion to Greece. Just as a reminder this is the money that Greece was supposed to get right after a successful PSI and implementation of reforms plus the next two installments.  The delay was due to the unnecessary double elections that were caused by Mr Samaras (4th PM since 2010) in his efforts to put the premiership on his otherwise lame and vacuous CV.  There is no doubt that Greece is going to get this money perhaps with some more strings attached to it.

Would this money be enough to save Greece? Would this money be enough to save the coalition government in Athens and Mr Samaras? These are some of the questions that are being asked. Let us ponder for a while.

Helping Greece. The options.

In many ways the Greek government managed to deliver in its promises. The 3rd in line MOU was voted with 153 out 300 MPs and the budget was passed with even greater majority. Now all that remains is to see the resolve of the coalition to implement the law and save Greece from exiting the Eurozone. Europe must now stop playing games on the back of Greece. It is increasingly worrisome that Europe hits the “Greece crisis” button every time there is danger in Spain or other European countries. It seems that Greece is being used as a decoy in the war to deflect attention from the more significant problems of Spain and Italy. The so called sustainability of debt analysis is just a load of gobbledygook. None of the forecast or scenario analysis that was done materialized. In fact, most analysts and even policy makers knew that the PSI restructuring was not done to make the Greek debt serviceable. In any case, it was done and now we are back were we started. So what next? Another haircut to the post-PSI bonds? An OSI restructuring? A “silent” rollover of the debt? Here we look at the options.

Greeks struggle for new MOU

It is November, barely hours before the most important elections in the world and guess who is making ripples once more. Yes you guessed right, Greek politicians. It is not Obama or the American elections but the completely unknown entity of Mr Roupakiotis, Minister for justice of the Hell.Republic. This morning Mr Roupakiotis refused to place his signature in the new MOU to be presented to the parliament. Without his signature the Greek government could not go to the parliament. Thankfully he was persuaded to change his deranged mind and everything is apparently, back on track.

But this is a sign of the times. Greece is literally hanging by the thinnest of threads. One false move and it is over. Currently the government consists of three parties that were supposed to form a coalition in order to exorcise the exit scenario. Instead we have one more of the same. Delays upon delays and political posturing to the last second.

In the next few weeks the ECB/EU/IMF Troika will deliver its report on the implementation progress and compliance of Greece. On the basis of this report the EU and the IMF will decide whether to release the jumbo instalment of 31.5 billion euros that was promised after the successful completion of the PSI. The Greek government on the other hand, wishes on the basis of this report, to get an extension or some easing on the implementation schedule. The aim is to increase its chances of survival given the precarious state of the government coalition and the presumed social reaction to the structural changes. Any easing could come from the rollover or restructuring of the Greek debt. Andreas Koutras examines the options available given the current state of the Greek debt and its schedule.

Στις 11 Σεπτεμβρίου 2011 οργανώθηκε στο London School of Economics μια συζήτηση με θέμα την Ελληνική κρίση. Το πρώτο μέρος της συζήτησης είχε ως θέμα (α) ποιο θα πρέπει να είναι το μακροπρόθεσμο “όραμα” για την Ελληνική οικονομία και κοινωνία, και (β) τι εμποδίζει την εξέλιξη προς αυτό και ποιοι τρόποι υπάρχουν για να αρθούν τα εμπόδια. Έγιναν παρεμβάσεις από ένα τέσσερεις ομιλητές (Παύλος Ελευθεριάδης , Απόστολο Δοξιάδη, Γιώργο Προκοπάκη και Ανδρέα Κούτρα) το οποίο συντόνισε ο Δημήτρης Βαγιανός (Greek Economists for Reform), και στη συνέχεια έγιναν ερωτήσεις προς τους ομιλητές. Το δεύτερο μέρος της συζήτησης, το οποίο συντόνισε ο Νικήτας Κωνσταντινίδης (Ελληνικό Φόρουμ Δημόσιας Πολιτικής), είχε ως θέμα το πώς οι Έλληνες του εξωτερικού θα μπορούσαν να συμβάλλουν στην επίλυση της κρίσης. H εκδήλωση έγινε υπό την αιγίδα του Ελληνικού Παρατηρητηρίου (Hellenic Observatory) του LSE



Ελπίδα στο Όραμα
Ο καλεσμένος μας κύριος Δοξιάδης έχει συγγράψει ένα από τα αγαπημένα μου βιβλία  «Ο Θείος Πέτρος και η εικασία το Γκόλντμπαχ». Είναι αγαπημένο για δύο λόγους. Πρώτον γιατί είμαι μαθηματικός και δεύτερον γιατί είχα και εγώ ένα θείο που τον έλεγαν Πέτρο. Ο θείος  Πέτρος, λοιπόν, ο δικός μου θείος, δεν είχε εύκολη ζωή. Η εφηβεία του διακόπηκε απότομα όταν στα 12 χρόνια του μπήκε σε ένα καράβι με την μητέρα του και τις αδερφές του πρό-σφηκας (υποτιμητικός όρος  της εποχής) για την μητέρα πατρίδα. Η Ελλάδα παίζει συχνά τις Τρωάδες του Ευριπίδη στην πραγματικότητα. Ο ποδονίφτης και οι ποδαράδες (περιοχή Νέας Ιωνίας, Φιλαδέλφεια) θα ήταν για χρόνια το σπίτι του, χαμάλης ως έφηβος η πρώτη του δουλειά στην αγορά. Στο στρατό κάθε εύστοχη βολή ήταν και ένα μπακλαβαδάκη για αυτό και σημάδευε καλά. Λίγα χρόνια αργότερα με ατομική πρόσκληση επιστράτευσης θα βρεθεί από τον Αύγουστο του 1940, προφυλακή σε Σύνταγμα πεζικού στα Ελληνο-Αλβανικά σύνορα. Ο στρατός τον είχε κατατάξει ως δεινό σκοπευτή. Την 4η μέρα βρέθηκε σε ορεινό χειρουργείο με σακατεμένη την αριστερή του πλευρά. Ο μπακλαβάς εντέλει του στοίχισε ακριβά. Η πατρίδα του αναγνώρισε 25% αναπηρία και μειωμένη σύνταξη συν μία ωραία καρφιτσούλα που έγραφε ανάπηρος πολέμου.


Γιατί τα λέω όλα αυτά. Γιατί και ο θείος Πέτρος είχε όνειρα και όραμα σαν παιδί και έφηβος. Και είχε όλες τις προϋποθέσεις να τα εκπληρώσει.  Ήταν καλός στα μαθηματικά και την ιστορία και μέχρι τα βαθιά γεράματα του διάβαζε συνέχεια. Του άρεσε η τέχνη η ζωγραφική  και ο κινηματόγραφος. Όμως τα όνειρα του δίχως να το ξέρει αλλοιώθηκαν σημαντικά μετά από κάποιες εκλογές το 1920 στην μακρινή και άγνωστη για αυτόν τότε Ελλάδα.

Greece pays Hellenic Railway Bond

According to press reports the Hellenic Republic paid in full the Hell.Railways bond that was maturing yesterday. To remind everyone, the bond with ISIN FR0000489676 was under English law and bondholders turned down the PSI offer. This makes two in a row of Foreign law bonds that have been paid in full despite the fact that the bailout money did budget for them. Next one, is I believe is on 21 Dec 2012, ISIN XS0208636091

The Sadist Markets Program (SMP) is dead. Long live the new Outright Masochist Program (OMT)


Let’s clear one thing. An “almost unanimous decision” does not exist. The decision was not unanimous . All bets are placed on Germany  on who is the dissenting vote.

Main Points:

· No yield cap on purchases. This is a good decision as mentioned in our previous note on reasons of anchoring.

· No limit on the size of purchases. This is also a good decision for the same reason as the yield cap.

· The new program Outright Monetary Transactions would replace the SMP. The SMP would be discontinued but its seniority status would persist.

· The OMT is going to apply after the countries sign up to and adhere to strict conditionality. (Greece for example did sign up but compliance was poor).

· The ECB would love to have the IMF involved. This is some change of heart with the original program on Greece, were the ECB opposed it. Obviously, they saw what a good job it has done and needs to be repeated.

ECB and SMP

The ECB always had an uneasy relationship with the Securities Market’s Program (SMP). There were many problems both theoretical and practical.


Theoretical:

· The Maastricht treaty forbids the ECB from financing governments or government entities. In this light any government bond buying from the ECB would be seen as a violation of the treaty. However, the ECB was able to get away with it by a clever sleight of hand. They noticed that the actual wording forbade buying in the Primary markets (at issuance). So they felt that the letter of the law was not breached. Only the spirit.

Πρόσκληση σε συζήτηση, Τρίτη 11 Σεπ. Θέμα: Η βαθιά κρίση στην Ελλάδα και οι προοπτικές εξόδου από αυτή. LSE,



Θα θέλαμε να σας προσκαλέσουμε σε μια συζήτηση με θέμα τη βαθιά κρίση στην Ελλάδα και τις προοπτικές εξόδου από αυτή. Η εκδήλωση θα λάβει χώρα την Τρίτη 11 Σεπτεμβρίου στο London School of Economics στην αίθουσα U8 στο Tower 1 (1, Clements Inn, London WC2A 2AZ) από τις 5:30-8:00μμ. http://www2.lse.ac.uk/mapsAndDirections/campusMap.pdf

Η συζήτηση θα αποτελείται από δύο μέρη:

1.       Το πρώτο μέρος θα αφορά (α) ποιο θα πρέπει να είναι το μακροπρόθεσμο “όραμα” για την Ελληνική οικονομία και κοινωνία, και (β) τι εμποδίζει την εξέλιξη προς αυτό και ποιοι τρόποι υπάρχουν για να αρθούν τα εμπόδια. Η συζήτηση θα αρχίσει με σύντομες ομιλίες από τους Απόστολο Δοξιάδη (συγγραφέας), Παύλο Ελευθεριάδη (πανεπιστημιακός, Οξφόρδη), Ανδρέα Κούτρα (οικονομικός αναλυτής, ITC markets), και Γιώργο Προκοπάκη (σύμβουλος επιχειρήσεων). Στη συνέχεια οι ομιλητές θα απαντήσουν σε ερωτήσεις από τo κοινό. Το πρώτο μέρος θα διαρκέσει μία ώρα και τριάντα λεπτά. Την συζήτηση θα διευθύνει ο Δημήτρης Βαγιανός (πανεπιστημιακός, London School of Economics).

2.       Το δεύτερο μέρος θα αφορά το πώς οι Έλληνες του εξωτερικού θα μπορούσαν να συμβάλλουν στην επίλυση της κρίσης. Η συζήτηση αυτή θα είναι μια συνέχεια της συνάντησης που είχε γίνει σε μικρότερο κύκλο την Παρασκευή 6 Ιουλίου. Κατά την προηγούμενη συνάντηση είχαμε μιλήσει για διάφορες υπάρχουσες πρωτοβουλίες (όπως τα Greek Public Policy Forum, Greek Economists for Reform, Redesign Greece) οι οποίες στοχεύουν στην αναβάθμιση του δημοσίου διαλόγου στην Ελλάδα, καθώς και για το πώς πρωτοβουλίες προς αυτή την κατεύθυνση θα μπορούσαν να ενισχυθούν. Το δεύτερο μέρος θα διαρκέσει μία ώρα, με στόχο να αποφασίσουμε πιο συγκεκριμένες δράσεις. Την συζήτηση θα διευθύνει ο Νικήτας Κωνσταντινίδης (πανεπιστημιακός, London School of Economics).

Οι συζητήσεις θα γίνουν στα Ελληνικά.

Η εκδήλωση οργανώνεται από τους Δημήτρη Βαγιανό, Παύλο Ελευθεριάδη, Ανδρέα Κούτρα, και τον Νικήτα Κωνσταντινίδη ο οποίος εκπροσωπεί και το Ελληνικό Φόρουμ Δημόσιας Πολιτικής (Greek Public Policy Forum) .

Brot und Bratwurst for Greek PM?

Samaras in Berlin

Greek Prime Minister Mr Samaras is on his way to Berlin for some brot und bratwurst with chancellor Merkel. Apparently Merkel would provide the sausage while Samaras the condiments. He is bringing promises for more than 13billion worth of cuts.
It took the Greek government around 2 months to agree on what to cut and from where to find the money. One would have thought that given the gravity of the situation and the real danger of Greece going bust the sense of urgency would have been more acute. But hey, summer is sacrosanct. The truth is that Samaras is just a coalition Prime Minister and to get more than two Greeks to agree is by itself a big order. Nevertheless, it seems that the technocrat Finance Minister Mr Stournaras managed to do it. He very possibly threatened to resign few times just to wake up Mr Venizelos and Mr Kouvelis, the other two coalition partners from their coma. 
In return for the cuts Mr Samaras we are told is going to ask for the Greek Bank recapitalization to happen as in Spain. That apparently would reduce the Government debt burden by 50billion. Then he also wants to get some time extension on the applicability of the measures.

One should not doubt the sincerity of the Greek PM when he says that this time Greece would keep its promises. The problem in Greece was never the intentionality but the implementation. It is perhaps for this reason that the package includes 13.5billion of cuts with the aim of achieving the 11.5billion that have been requested by Europe.

Rate Cap Holiday tale


While most market participants are still on Vacances, the week starting after the assumption of the Virgin signals the beginning of the end. Policy makers and traders trickle back to their desks with great holiday stories. This one from Spiegel is no different.
It is not the first time that the idea of a rate cap was floated. The story had made the rounds back in 2011 and it never really died. So what is the idea?
In essence, the ECB is going to set certain spreads over the German bund as intervention buying limits. In other words if the yields of say the Spanish 10Y bond go above bunds+500bp (say) then the ECB with its infinite balance sheet would come in and start buying forcing the yield down.

Tempting as it is to believe that this is a good way out of the debt crisis there are some rough edges in the implementation of this strategy:
  • The ECB’s balance sheet is not infinite
  • The ECB’s mandate is inflation and financial stability
  • The ECB’s governing council would have difficulty sanctioning such a policy. Especially the German influenced members
  • Capping rates pushes the market up to this rate no matter where they are now.
  • If the ECB declares this to be officially monetary policy then we have de-facto subordination of all the rest of the bond holders.
  • Commencing such a policy would have to be accompanied with some very strict conditionality imposed by the EC to the respective countries.

Paella Options



Once again July and August instead of being months of rest and sunbathing are becoming months of uncertainty and stress. Last year it was the Greek PSI. It seems so long ago but on the 21st of July 2011 the first PSI deal was stuck to save Greece at the expense of private bondholders. This year we have Spain. Sooner rather than later Europe would have to come to terms with the Spanish yields.

Spain bond pain?

We first had a hint that bondholders of Spanish bank debt may suffer losses. This is a significant change of position for the ECB. Draghi’s predecessor Mr Trichet vehemently opposed banks inflicting losses on the holders of their bonds (See Ireland). Now, it does not seem to be such a bad idea.  Forcing senior bond holders to accept losses would ease some of the money needs of the Spanish banks. It would also be according to the principle of private sector burden sharing that Germany insisted for Greece too.

Of course there is also the issue of the Tier1 equity instruments. There are about 67billion Euro worth of subordinated or hybrid capital bonds issued by Spanish banks. You know the ones. The Tier 1 perpetual with a step up call in. Those that were sold by investment banks back in the boom years as the best investment since Dutch tulips. Many are also structured with 10Y minus 2Y constant maturity swaps (10Y-2Y CMS).

Who owns these beauties? Well many have been sold to retail investors or private banking clients as they had huge profit margins. So, taking a haircut on these might not hurt European banks much.
Is this a precondition for recapitalizing the Spanish banks? We do not know. We can only suspect that this is one of the ideas. In an indirect way this is already happening. The buy-back of these bonds by the issuing banks at knock down prices has identical effect on the balance sheet of these banks. Greek banks did the same by buying back some of their hybrids.

Paella options

The market rejoiced at the recent comment by Draghi regarding action that needs to be taken. Let me repeat his words “These premia have to do, as I said, with default, with liquidity, but they also have to do more and more with convertibility, with the risk of convertibility. Now to the extent that these premia do not have to do with factors inherent to my counterparty - they come into our mandate. They come within our remit”. By “convertibility”, Draghi means, you guess it, exiting the Euro and reintroducing national currency. I guess the word “exit” is prohibited from the ECB vocabulary so an acceptable alternative had to be used to confuse us. So, if a country defaults, or wishes to exit the Euro, it becomes a monetary policy issue and thus ECB can act under its remit. In the same way they baptised the Greek SMP holdings a monetary policy instrument. We now have the basis of the excuse of introducing a massive buying program.

EU Summit. Nice Marketing


Now that the dust is settling from the European Council circus a summary of what has been achieved is in order. Many analysts and market observers hailed the result as a “paradigm shift” a “game changing” decision or that it was the first time that an EU Council did something good for Europe. Others rejoiced at the thought that Germany’s Chancellor Merkel ostensibly backed down or as they claim, defeated. The markets went up on the news and everyone was happy.
I must say that I do not share the same exhilarating feelings. And the reason is reality versus marketing. There is no doubt that from a marketing point of view the summit was a huge success. Germany simply had to look as if they are retreating and Italy’s Monti absolutely had to appear to be standing up. Equally, Spain’s Rajoy needed a political win to gain back some credibility. Monti on the other hand was preparing to fire 100,000 public sector employees and standing up to Merkel was the perfect excuse.
Germany realised that they can play hard on the implementation and conditionality level which is more important. The new regulator and the conditionality on the banks and the states is where the game is going to be played.

On the main decisions taken by the Council we have:
·         No seniority on ESM loans
·         Setting up a pan-european bank regulator. A banking union.
·         Direct recapitalization of banks by the ESM after regulator is being set up
·         ESM could buy government debt
